You post what you can do. You say what you want in return. If someone with annecoin likes your offer, they reach out. Terms are negotiated. When the work is delivered and accepted, you get your bounty.
Alternatively, someone may post a specific task they want done, with a reward attached. You respond, deliver, and collect on completion.
